The goal was to accomplish this by:
Encouraging growth of these startup businesses by working with government and the commercial sector to create a more "business friendly" local environment
Identifyingareas where locally based incentives exist to stimulate innovation startup new businesses
Identifying county-based resources that will facilitate R&D and encourage Economic Development
Building an infrastructure that will encourage relocation and collaboration
Assembling local and regional"Communities-of-Interest" organized according to shared organizational goals
Modules as envisioned would become part of a Virtual "Innovation Zone" network designed to address R&D as well as county and local economic development issues including job creation and retention.
Incubator Module #1 - designated Eureka - Monmouth County, may focus on Medical IT technologies and the development of an advanced heterogeneous network architecture, packet based and Net-Centric, designed to promote greater efficiencies in delivering emergency medical treatment at the point of service and beyond. As envisioned, this endeavor could also incorporate emerging processes and technologies designed around the needs of the DoD, NIH as well the commercial Medical establishment. This Module could also promote the creation of a "self organizing", highly motivated "Community of Interest" (CoI) comprised of local Academia, Government and Commercial stakeholders.
